95% of residential areas to be covered 3G/4G networks by 2020

This is one of the key objectives outlined in the strategy to develop the broadband telecommunications infrastructure by 2020 which has been approved by the Prime Minister.

Under the programme, besides the 4G coverage, at least 40% of household and individual subscribers nationwide will have access to fixed broadband internet and 60% of internet subscribers will be connected to a minimum speed downlink of 25Mb/s by 2020.

In addition, fixed broadband services would be equipped at 100% of the public telecommunications areas across the country, at least 50% of which have a minimum speed downlink of 50Mb/s.

The Government will create favourable conditions for all economic sectors participating in the telecommunications market.

The programme will also ensure that at least 95% of residential areas will be covered by 3G/4G networks with an average downlink speed of over 4Mb/s in urban areas and 2Mb/s in rural areas.

To achieve these objectives, the Government will create favourable conditions for all economic sectors participating in the telecommunications market, reduce licensing procedures in telecommunications, encourage enterprises to invest in infrastructure development broadband telecommunications networks.

The Government will perform its management mechanisms, in line with market mechanisms and healthy competition, have the transparency policy mechanism, and have no discrimination among businesses.

Besides, the programme will promote the application of digital content, information technologies on broadband telecom infrastructures to meet socio-economic development, such as e-government, e-commerce, remote training, environmental protection and disaster prevention.

Under the programme, the control rate of broadband services access will rely on a competitive basis, in line with market mechanisms and suitable to the conditions the Vietnamese users. All people will be permitted to have access to broadband services, and innovations and diversified digital content services will be strengthened.

In order to reduce production costs, IT firms to manufacture or assemble wireline transmission technologies will be prioritised to develop by 2020.
