The objective of MIC holding the rate auction for VoIP international voice traffic is to adjust the international voice rate to market dimension.

Accordingly, such enterprises owning telecom infrastructure: Viettel, VNPT and MobiFone will be auctioning 30% of total international dimension of VoIP for small businesses. The starting price which the MIC is defined is 850 VND per minute, applying a floor price for the different packages.

Earlier, Deputy Minister Le Nam Thang MIC said, the field of international telecom business incoming to Vietnam remains several shortcomings. The most notable issue is that the international telecom business is still under control of administrative subsidy model, not a market mechanism. In particular, the government fixes the domestic interconnection charges for telecom companies which are not referred to any equivalent charges in the area.

The second major shortcoming is not to maintain equality for all enterprises in the market. Under current regulations, the floor price of voice connection for international dimension is around 6 to 6.1 cents per min (1,300 VND estimated). Two big companies as Viettel, VNPT hugely invested in infrastructure, subscribers but just get about 400-500 out of 1,200 dong for revenue, around 700-800 is international cost based on the sales contract between Viettel or VNPT and international partners. "There should be a mechanism to ensure the fair, equal in price processed for each party. Meanwhile, VNPT, Viettel network are available for the market mechanism. The business model of international telephone service afternoon should be changed according to the market mechanism and rule value ", Deputy Minister Le Nam Thang steering.
